Holga 120PC timing issues

I recently bought an Holga 120PC. This is my first experience with a pinhole camera and I am having some issues with my exposure times. But there are so many variables in this whole process that I'm not sure where to start.

1. I use a Weston light meter to make my light readings then using a conversion table I found ion the internet I adjust my exposure time. Anything less then 1 second is out of the question.
2. Film is either ISO 100 or 400
3. I develop my negatives myself so that could be a point of problem
4. Negatives are scanned in using an Epson flat bed scanner and a Rube Goldburg Lighting system.
