How can photos tell stories?

I've started learning photography for two years and I just applied an art school in photography major with my portfolio. what they sent me back is "there were areas of strength in the materials you submitted, but there were also areas of concern related to your portfolio. please send us additional photos that show more concepts or tell a story"

So....how is the meaning of telling a story? like Dorothea Lange's Migrant Mother?

if someone viewing the picture can view themselves in the picture, not too detailed but detailed enough... that make sense?

to be 100% honest, if you don't know that, I wouldn't want you in my school. That's kind of something that you either have an eye for or not imo.
