How could this photo be improved?

I took this photo today with an 18-105mm lens. It's a shot of the two famous mosques on the European side from the Asian side. My purpose was to capture both the dramatic sky and the sea with the city lights in the distance. The problem is I really don't like it. Any ideas as to what could be done to make it a better photo?

Level it, to start with. Then crop it into a long, thin panoramic-type image. Not sure what, if anything, it would need after that (contrast, sharpening, saturation, etc.).

The problem is the composition and use of visual space. The prominent part of this image is the uninteresting foreground rocks. The city lights in the distance are so small in this composition, they are almost insignificant.
