How do I make this light effect?

How do I achieve this lighting effect on a Nikon D3100? I used to do it with a little Coolpix by using the fireworks setting but I cant figure it out on my new Nikon. Thanks in advance!

Camera on tripod.

Open shutter in dark room or at night.

Move lights around.

Use flash to record the people.

Close shutter.

Set the camera to manual or shutter-priority(S on nikon) and then change the shutter speed to 10/15/30 sec. Then you have the time to capture the lightning effect you're after.

Understanding the fundamentals of how your camera works to record light would sure help, would also give you more control, and be applicable to all your photography.

But 480sparky's procedure will work.

shutter to 30 seconds or so.. and some light!

If you want to stop the motion to get the photo of the person in the image you'll also need to fire the flash to do that.
