How do you take photographs like this

Looks mostly like it's just undersaturated and a little underexposed. I'm sure others will give more detailed info...

She kind of looks like a posed doll, with plasticky skin and stiff clothes. Anyone else feel that way?
 
nahh. to me it looks like she was reading a book and and maybe a past love interest is sitting at a bar with his new love interest and she's jealous or something.
 
It has a retro/film look. I like them. They are a little under exposed but the artist admits that in the description and says he used "no lights" I'm assuming he means just natural light from the windows.

To make a normal looking shot look like that, lower the saturation, lower the contrast, lower the exposure, add a little bit of camera shake from shooting handheld in lowlight(or just use gausian blur in post), do a lot of noise reduction, and add a layer with a sepia tone with about a 20% opacity. Should do the trick.

Except it's not poorly shot. It is clear from the photo itself that the low lighting and "faded" colour is exactly what the photographer was going for. It's only a poorly shot photo if those things are not what the photographer intended.

In fact, it takes some skill to create a "poorly shot" photo properly.
