How do you think these have been enhanced?

They've been grunged. In Photoshop CS6: Image/Adjustments/HDR Toning (photo must be 16bit). Use Radius, Strength and Detail for as much grunge as you like.

It's not HDR!

HDR is not an effect, it is an technique used to get HIGH DYNAMIC RANGE.

These photos have just had loads of clarity added to them. There is very little dynamic range in these photos, most of them are out of focus and blurred.
 
^ Some editing programs have 'HDR effect' filters though, maybe that's what Nitra was refering to.
