how is this image captured?

Think of this from a logical standpoint. How safe is it to stand in the middle of a bridge? It would make much more sense to take a picture from the safety of a car going the speed of traffic.
 
allright 1/125 is where I will start out. Didn't mean for the thread to turn out like this just wanted to get a standpoint since this shot will be sorta limited due to trafic and safety reasons. i'll post up a picture once I get a shot. thanks for the reply.
 
yeah this thread shouldn't have turned into digs at each other... please all refrain from any further provoking.

FWIW this effect can be achieved in camera.... or by post processing, that is all that matters.... ;)
 
This is certainly a slow speed shot with photoshop used to help exaggerate the motion blur caused by a 1/20" exposure.

I've come to this idea because with a shutter speed that low, if you were going much faster you would introduce blur from the vibrations of both the car driving the photographer and the 350Z as they drive on the bridge. A slow speed shot with a slow shutter will still give the slight blur he needed and the rest could be accentuated with PS.
