How to insert subtitles to a video?

What software should I use? Any free software available? The video is already cut to the desired length, I just need to insert subtitles.

What software do you have? What language is the video in and what language will the subtitles be in? YouTube has a great caption timer (transcript to timed caption file generator, which can then be edited) but that is limited in its language capabilities. Do you want to do this as a caption file or burned in to the video?
