How to make same effect

Hi everybody. Could pros give me an advise?

How to make this effect in Photoshop? I mean these bright lights, strong sharp contrast and some glow at the same time...

And does we have special name for this kind of photos? I can not find exact technique in google, maybe because lack of word.

"diffusion layer"...

I do this by creating a new layer, applying Gaussian Blur to it, about 45 to 75 pixels, then I take that layer and hit "screen" as my blending mode, then use the curves tool to diminish the degree of diffusion until it is where I want it to be.

BTW, what he's describing is not in the camera, but on the computer in a program such as Photoshop. Just in case you were looking through camera menus.......
