How to recreate this photography look

I am wanting to edit photos (or take photos) that look similar to this one.

Any advice on what settings I need to use or how to do this?

FYI, if this isn't your photo, you should post a link, not the picture (against site policy).

Looks like a snapshot of a "mixer" to me. Grab a point and shoot or your phone and find the nearest gathering and snap away.

Get a bunch of people, tell them to congregate in one room and do nothing exciting in particular,
then take a photo of it ??

I didn't get to see the photo because it was removed but I take photos with a cheap cell phone and indoor shots come out poorly. My cell phone has a 5 MP camera and no flash. When I was shopping for a point and shoot, I noticed that grainy indoor shots were a very common criticism. I wonder what biz2014 has tried.
