That is a Guinea Fowl. Very loud and noisy bird. They will let you know if anything is around, lol. You also will not have a tick problem. They eat them like candy.

I've since discovered that what I thought were jowls are actually wattles.

Yes that is a guinea fowl. As a former fly tyer,I am positive about this. The body plumage is used in many fly patterns.
