Is there a rules thread for photo challenge?

I've been searching and can't find info on how the monthly photo challenge works....some direction to that will be appreciated....

It is no longer active; participation dropped to near zero.

In a nutshell, I would announce the theme, participants would email their photos, then they would be anonymously posted for voting
