Is this quote true?

I heard this today, it sounds pretty accurate, so I wanted to get some opinions.

I can't speak with any accuracy about the specific percentage quoted. I can, however, say that my best landscape shots have always been in the within an hour of sunrise or sunset. Of course, I may be biasing that by planning my shooting expeditions (when possible) for that time....

Plus that's the time of day a CPL filter is most effective (if used properly) and a CPL filter saturates colors, particularly blues and greens.
