Jefferson Monument at Sunrise - Need HELP

I took this picture during the cherry blossom festival and I was truly blessed with a most gorgeous sunrise that day. I have edited what I've wanted out but there are still a few things bothering me about this picture.

This is HDR!!

1. The blown out yellow in the water. My histogram shows no clipping on it, but my eye says "OOhh yeah, nothing there dude." What can I do with this to put some texture back in the water?
2. Cropping - The main focus to me is the sky and the monument, the blossoms are a bonus but with so many people under them it's distracting to me. I've tried several crop methods but nothing looks good to me. About the only one that comes close to the rule is the Golden Spiral which lands right in the middle of the Monument.

Any suggestions on how you would crop this (please feel free to download and edit). Or Does it need cropping and I'm just being to picky ??

looks pretty good to me. I just dont like how it's looking a bit green on the monument.

Thanks, I actually had you in mind when I was processing it and removed like 1/2 of the green using the HSL sliders. Maybe I need to just remove it all
