I do see blur...seems OOF or maybe just soft?

I would say it is a little of all three.

This photo does not really say "Kids Play" to me. Maybe get down on the ground with her and some of her favorite toys and take some shots.

With kids, I have to adopt the "spray and pray" method of photography. This is a little difficult when working with an off camera flash but it is do able.

Would have been nice if the subject was looking directly into the lens, rule of thirds was used and the focus was sharper around the subjects eyes. Nice photo otherwise!

How is this photo not using the rule of thirds? Her eyes are sitting right near the intersection of two of the third-lines, and her head and body are pretty much on one of the lines too.

Yep. It is also a quick way to fill up your hard drive. Learn to selectively delete.

Don't get hung up on rule of thirds. That is not what is wrong with this photo at all. Fix what is broken, then refine.

Is it just me or am I seeing messy brush strokes?

I see them too, you mean in the upper right hand corner.

Question as to why you had the aperture so high and shutter speed so low?

Upper right and under both arms and under her left elbow and in the bottom right hand corner is what I saw.

Those aren't brushstrokes it's the background's pattern
