I belive this is Lace Lichen. According to internet lore then Governor Jerry Brown, in 2015, declared Lace Lichen the official California State Lichen. Bet you didn't know that!

Edit to add this was taken with an iphone 14 Pro that I received in an ewaste haul. Now I have another toy for the tool bag.
