There is one on every page... where it says "Welcome, <username>, Notifications, Settings, Log Out"

Uh...This page has neither a settings button nor "Welcome, <username>, Notifications, Settings, Log Out"

I only see those when I go back to the Forum main page.

When I am in a thread there is no column on the right side of the screen. I use Vista Business and the current IE browser.

The ad at the top right of the screen (above the centered banner ad) is covering some text

All that up there, Welcome, screen name, notifications, etc is all the way to the right and behind the advertisement on my pages. in other words the dark grey backgrond those are on spans the page rather than ending 1/3 or so of the way across from the left.
