Long exposure queries

Could you please advise if I am doing it the right way?

When taking a long exposure pic I do the following:

1/ Do focus automatically
2/ Put the filter on (I use Hoya ND400 if this matters)
3/ Switch off the auto focus
4/ Take the pic

Is it ok or can it be done in a different way?

Also, is it OK that I take the long exposure pics with my blend in aperture bigger than 20f ?

Don't see any issues with your technique, however I'm not certain what you're asking in the second part of your post...
