Manfrotto ball heads (498rc4) panning too stiff?

I recently received a Manfrotto 498rc4 ball head. I'm finding that the panning action on the head is very stiff. I'm using a 40d with the 70-200 F2.8 IS. If I grip the camera while mounted on the tripod and try to pan; the head is too stiff and the camera begins to twist off the plate. Is it normal to be so stiff?

I'm not talking about the ball itself which has adjustable tension but I am referring to the panaramic rotation that lines up with the 360 degree markings.
 
Are you talking about panning a shot?? You want to use a monopod without a head. I dont even use a quick release.

Something we agree on 100%...monopod....NO HEAD, no quick release, no nothing.
