Mermaid with Flag

Out for a walk today and this brought me to a stop passing one of my neighbor's yards. I got nothing -- not even going to speculate.

That's what I would have thought as well, but from the wood in the background it looks far too small for that.

Right, the flag is a miniature -- it would fit in the palm of your hand.

I figured that and still think it may be symbolic of that.
