Is it normal for my meter to be off when using my built in flash?
 
Yes. Exposure with flash is a little different. I'm assuming even with the pop-up (that what your talking about right?). Flash is so fast that aperture plays a larger role in exposure then shutter speed....

The in-camera meter is not designed to handle flash. You would need a hand-held flash meter.
 
You will get whatever metering before the flash is fired.
