I would like to see less grad filter in the upper left quadrant; more space below the right hand side's flower bed, and also would like to see the keystoning on the buildings corrected. That overly-dark area upper left quadrant is ruining it for me.

Did some lens correction and got rid of some CA and the left area I added detail enhancer and masked in the lighter area. Also added more street to the bottom.

Those flowers were bright and vibrant as can be in person. I know they seem bright but, I did desaturate that area quite a bit.

I have seen that flower variety--and they ARE bright and vibrant! For me, the added space below the circular flower bed railing REALLY helps...it gives that bed a "foundation"...the foundation runs across the frame...having that brickwork run all the way across the frame at the bottom just seems to me to make the "scene" more well-presented. I also like the tilt removal's effect. For me, the re-work is the better shot. Thanks for posting.
 
The second is a big improvement, and a very successful shot. And cock's comb flowers are often neon bright, as they are in this shot.
