These are lobster buoys. They mark lobster traps. It used to be against the law in MA (not sure law still exist) to remove these from the ocean or the beach. Lobster-men have been know to kick some ass if they catch you with one.

This was on Crane's Beach. There were quite a few on the beach - even after he took his.
I know you aren't supposed to mess with them on the open water, but was not aware of laws regarding those that wash up.
