That's thanaka - a cosmetic paste produced by grinding the bark and wood of a specific tree. It is often applied in decorations like swirls or leaf designs. Supposedly it has medicinal and emollient properties and protects against sunburn. It smells good too.

It is much more common among the less sophisticated potion of the population and you don't see nearly as made people made up with it in the city.
