Mystical Tint Tone and Color

So I have become very interested so far in what I have seen of this editing program, although you can purchase as a stand alone (I dont currently have CS3 to use as a plug in) I am curious if anyone knows of any TOTAL editing software that has effects similar to Mystical but also takes care of the basics, I have searched, and searched and can't find anything!
