ND and CPOL Filters on a Budget

I'm looking to buy a Neutral Density and Circular Polarizer filter for my lens. I understand the more you pay for the better results you get, but I don't have the money to spent 100 bucks on a filter, I just bought a new lens so that's out of the question. But I was looking at a couple and does anyone have experience with Tiffen filters? I hear Hoyas are pretty good, I just want something cheap but not so cheap that it creates bad photos.
