need a little help on printing b/w

hello, my prints are coming up really light. how do i make the black more black? could the fact that im using color paper cause this?

Is this traditional chemical printing, or computerized inkjet printer printing?

More info needed if not digital: B&w negative, color print film negative or color slide? Chemistry?
