Need Help With This Night Shot

I have gotten blurry night photos from having "VR" on and unsturdy tripod. This could be your issue. I like the first one! Was that taken on your roof??

Thanks! It was taken off my balcony at home with my regular 55mm lens. The second one I had a zoom lens, I am thinking that might be part of the problem.
