Nikon 70-200mm f/4?

The 70-200mm f4 would be a lens that I would be slow to recommend for a crop camera as a portraiture Lens as the dof may just not be shallow enough. However f4 in this range on a fullframe giving your position relative to subject I think it is very usable as f4 can create a good shallow dof if required. Pair that with the d600 iso performance and you may not miss 2.8 at all. It is certainly worth a look.
 
The "Tamron 70-200mm f/2.8 SP Di VC USD" will be a much better option. It costs $1,499 USD, while the "Nikon AF-S 70-200mm f/4G ED VR" costs around $1,397 USD.

All of it point that the Tamron lens is better for the D600 camera, and it is a f/2.8 lens, not a f/4.
