no brainer point and shoot

Noob here, been taking photos with phone cameras My dogs do some pretty funny things sometimes and I want to photograph them. Thing is, they only last a couple of seconds so theres no time to fiddle with settings. I would have to carry the camera with me at all times on my wrist or around my neck and be ready to shoot at a moments notice. Most of it would be indoors. One of the dogs is black so it is difficult to get an image as the eye sees it. Flash gives them green eye. Good video would be nice too. I dont have a fortune to spend. Can I get some recommendations? Thanks very much!
