How I should meter and how should set the flash when I want to do Fill-light while shooting at noon?

Set the flash to auto and use flash exposure compensation to lower the flash exposure by one or two stops. Take a shot, chimp it and then adjust as required.

Set the flash to Manual mode, start with a power setting of 1/8, take a shot, chimp, and adjust as required.

Control the ambient light exposure with the shutter speed, and the strobed light exposure (flash) with the lens aperture and flash power setting.

Flash used in TTL mode can be frustratingly inconsistant because the flash and camera are just stupid machines following a software program a committee of camera software engineers wrote several years ago.
