Odd roadside shrine?

On my way home from the paint store today I decided to explore a few back roads. This picture was taken on the side of a dirt "trail". In my area it is not uncommon to see trash thrown in rural areas. It is also common to come across makeshift "shrines" for deceased drivers. This scene is neither, the best I can tell. All these items are just as I came across them. I did not arrange a pile of roadside trash. I just think it is interesting. It makes me wonder how and why this was constructed. Hmmm???
