Off my beat but on my path

I stumbled upon this on my morning walk looking for wildlife,this was not off the road side but about half mile in wooded area just off the path.Not sure what it all means but someone spent some time setting this up so the meaning of it and why so deep in the woods kinda scratching my head on this one.

I found out from a local resident that a person over dosed there just recently.
