Overexposed or developing issue? Or both?

Hello all first of all
I have a problem with the last few rolls i developed and i hope someone with more knowledge and experience will be able to help me with it. Will try to explain as much as i can. The negatives to me looked underexposed, the scans overexposed and quite muddy? Hazy? Unclear? When i was taking the photos it was really sunny, mid day quite a harsh light. Is it possible that to be the problem and if so is and nd filter or something else help in the future? Could it be developing issue ?thanks

What camera? or type camera? Did you double check camera settings to see if by chance something like slower shutter speed/larger aperture, etc. was set on the camera that threw off exposure? Or which way you were facing at that time of day?

Looks like thin negatives that didn't record enough/weren't exposed long enough to record much of an image on the film.

Two leicaflex bodies, lightmeter gives correct exposure. Checked with my external lightmeter, digital camera,phone . Could've been of my position or shooting towards the sun i guess but not with all 4 rolls and me constantly moving ? I have no idea

Kodacolor 200 ,proimage100 .exposure everywhere from 1/250 to 1/2000 f4 to f11 i believe, can't say exactly

How was the film developed and scanned?

Fujihunt C-41 Film X-Press Processing Kit is what im using.
Dev 3.15 min,bleach 6:30 ,wash 3 min,fix 6,30,wash 5 to10,stabiliser. Scanned with pakon 135
