Are there such things? Now that I have opted to get a new DSLR, my
mother has decided she wants a new camera as well. Her biggest
complaint about her current camera (A Fuji 4.1 mpxl) is that it has a really
hard time and doesn't do well in low light.

Does anyone have a recommendation in the $250-$275 range that would
have good picture quality and work well in low/natural light situations.
I have been reading about the Canon S3 IS, while it's last years model a
lot of people seem to really like this camera.

the canon is a good option.

The biggest downside to point and shoots is their tiny sensor is very prone to noise. Noise Ninja may be a good investment.
