As for the lighting understanding how to avoid it its first important to understand, roughly, why the effect is made. Imagine the cats eyes like a mirror and you're pointing your flash directly at the mirror. The light that makes the effect is the light is reflected perfectly back along the same path that the light from the flash came from - in the case of the camera this is normally the rough position that the lens is in - thus it captures this strong reflection.

To avoid it, moving the primary light source (ie the flash) away from the camera so that it still lights the subject, but at the same time isn't bouncing its majority light back along the same path as the lens is looking.

Bounce your flash! If you don't have a speed light just use a piece of mail/tinfoil to direct your on-camera flash towards the ceiling or a nearby wall.
