i dont like it. i think you could have brought your camera down more level to the table and not so much above it.

and is that a cable so people dont steal the chairs? if so, thats distracting. though i do this subject has a lot of potential to become a good photo, just not with this angle.

I like the idea, I say make it black and white and cut the top off a little so the hand rail of the little wall in the background is the last thing you see

Good elements, nice lines, exposure may be a tiny bit low. I agree that getting down a bit POV would help and getting the subject out of the center of the frame would help as well. Lowering the POV also might get rid of the two distracting blown out bits on the left.
