photo templets

I want to make my own photo templates (I think that's what they are called), for christmas cards. Can anybody help me as far as a good program (cheap or free) and I'd like to find cute little art work to add to it. (xmas trees, snowman,etc.)

could start out with a trial version of photoshop elements? I hear its fairly easy to use.

as for the items, could buy commercial use digital scrapbook items. You'll have to make sure they are for commercial use or contact the designer for permission.
