#1 looks a bit underexposed. I would lighten it up a bit. I like #2. Some people may tell you to crop some of the sky off the top, but I like the way the clouds look in it.
Your profile doesn't state whether your pics are ok to edit or not, so if you don't want them to be edited, let me know and I'll remove this one. I am no great photo editor, but here are a few changes I made to brighten it up a little bit so that you can see a little more detail in the building.

you can't really fix this picture by photoshop... the way it was taken, either the building or the sky must be compromised shoulda taken one with exposure that shows details of the building and another showing the sky then made an HDR. wuold have turned out awesome
