#1 looks a bit underexposed. I would lighten it up a bit.
I like #2. Some people may tell you to crop some of the sky off the top, but I like the way the clouds look in it.

Huh, that's kind of strange because this edited version looks more underexposed on my monitor, and I'm seeing less detail in the building?

you can't really fix this picture by photoshop...
the way it was taken, either the building or the sky must be compromised
shoulda taken one with exposure that shows details of the building and another showing the sky then made an HDR. wuold have turned out awesome
