Photoshop Aftereffects

I saw some photos on facebook and i was unable to figure out how does he do it? Which kind of filters do he really use?
Any idea?

He used multiple layers and the background is all painted. He used cut and paste method.

lots of layers, lots of blur tool. it's not very well done, imho.
