The pier essentailly crates a horizon, but that horizon cuts the frame almost exactly in two. I already referred to the ROT in your other thread. The same applies here, but in this scenen the horizontal/landscape camera orientation is the right one, and there are no people in the photo.
I recommend cropping away 1/2 of the sky, and the building on the right edge. the crop will move the horizon line up, eliminate a distraction (the building we can only partially see on the right) and give the photo a more panoramic feel.
