Pls help a newbie with lens upgrade

Hi all,

I have a Canon Rebel T2i with the kit 18-55 lens. Going on vacation to Europe and want to upgrade lens.

The shots I mostly take are people standing in front of landscape. I need sharp focus on both. Low light shooting is also important.

Researching I found that the EF-S 17-55 IS is a good lens for this but out of my price range.

Can anyone point me to another lens that meets the above and is in the $300-400 range?

Many of these floating around on the used market because when people upgrade to a full-frame, which they won't work on, they must sell them.
