Plz guide on how to click a picture like this one?

I recently came across this pic.

I wish to click a similar picture where I can make the subject appear standing still while everyone around him/her appears to be moving.

Please guide me how to click a picture like this.
F.Y.I.- I have a Nikon D3100.

Tell the man to keep still and take a slightly longer exposure shot as people walk by?

Tell one person to stand still, tell the other two to walk by him. Use a shutter speed around 1/2 or 1/4 second.

Oh, and only the two people walking 'seem' to be moving, not 'everything else'. Since the backgound didn't move, it does not 'appear' to be moving.

another option is to take two pictures, one with normal exposure, and the other one with longer exposure to get a moving people, then you can merge them in photoshop
