I think it would have came out better if you had turned him and the car 180 degrees. The sun is behind him, so much of his face and his entire uniform is in shadow.
You could have also used either a reflector or fill flash.
Since it's your brother, I'm sure you get plenty of opportunities for shots like this... Next time, I would just make sure to pay attention to where the light is coming from.
