I'd guess its something to do with water collection or separation. Maybe water separation and then purification for drinking? Potentially something for farming.

Or Rice hammer?

This was in the hills not too far from Dien Bien Phu, this DC generator was made by the French, who had left the area officially about 50 years before. The generator was turned by water brought to the site through bamboo pipes from a spot higher up the Gil.

Ahh so that's what's in the pot part and why there are the cable lines (thought it was some kind of rope/string).

It was a surprise to get to this village, quite a ways from any utility lines, and see light bulbs.
