Random squiggly lines on my scanned roll?

I just shot a roll of kodak 200 gold film and sent my roll to a film development lab to get it developed and scanned. When I received the digital scans of the roll they ended up with random squiggly lines throughout the scans. What's the cause of this?

Long shutter speed. Those lines that look like ribbons, those are street lights that "pulsate".

I do this type of photography on purpose..... Driving Around with the Shutter Open
