[REQ] Rain + Urban Area

Hello. I'm new to this forum / community.

Just wonder if anyone can help reproduce this image.
If not then its fine.

This image is:
black and white
Urban setting (Possible 5-6 aparment complexes in the area)
Dark but still visible
Evidence of rain very obvious (I.E. rain splashing on the ground)
