The only one that I know of, and has been mentioned on here, is Gimp. I am downloading it now, as we speak.

PS Are you sure you don't already have a program for that?

MS Photo Editor or Picture Manager (Depending on the version of Office you have)

or GIMP, but if you have Office, you have MS Picture Manager/Photo Editor.
