It's a cool shot! Good job of getting the focus in the right place, which I imagine was difficult with the hair over the eyes and the blowing snow.
If I were to change something, I think I'd clone out some of the more distracting snowflakes over the face and either do a longer exposure to show it's snowing hard or shorter to not have the motion blur.
I imagine when doing shots like this, you kind of have to take whatever you get in terms of weather. Nice job of pulling off a shot with that challenge!
