Shoe mount flash

I am looking at buying a flash and they have a kit offered that includes a bracket and a off camera shoe cord. What exactly is that and what is it used for? From what i can read it sounds like you attach the cord to the camera and flash then you can move the flash around with it not physically attatched to the camera. But i can figure out what the bracket is for.
 
The bracket gets the speedlight off the camera but it's still real close.

The bracket gets the speedlight higher so shadows are lower behind the subject(s) and hopefully less noticable.

Many brackets can flip so the speedlignt stays above the camera and on the lens axis even with the camera turned 90° to the portrait orientation.
